PM Lee began the Rally by explaining the change in the NDR format this year. Tonight he is giving Minister Heng Swee Keat, SMS Lawrence Wong and MOS Halimah Yacob a chance to speak. Perhaps in future Rallies he will invite others to speak.
PM has taken a seat in the audience, and will speak again at 8pm – in Malay, Chinese, and then English.
